Corporate culture is a critical element in the successful implementation of a company's strategy. And one of the important stages of the company's transformation is cultural transformation because it is a culture that determines the level of involvement and motivation of all participants in the process. This is especially true for government agencies, which are designed to create conditions for the existence of business and society.

Oleksandr Starodubtsev is a Ukrainian public activist and reformer. In 2014, after the Revolution of Dignity, ProZorro, the former head of the National Civil Service Agency of Ukraine and now the Deputy Head of the National Agency for the Prevention of Corruption began public procurement reform.
