Supporting innovation at the state level is becoming increasingly important in the developed economies of the world. Governments initiate public procurement of innovative developments with further implementation in municipalities, state, and municipal enterprises. The executors of these orders are usually private companies whose proposals are considered and selected in the manner prescribed by law. The cooperation itself is generally based on the principles of innovation partnership.

The primary purpose of public procurement is to buy goods and services economically. And often, it is the innovative product that can have the best value for money. In addition to actual economic demand, innovative products and services often contribute to concrete improvements in administrative procedures and concomitant improvements in service quality and user-friendliness. Finally, the state's request for new products and services stimulates innovative activity in the economy and promotes the rapid entry of new technologies into the market.

In the European Union, public procurement is regulated by two documents: the Public Procurement Directive and the Directive on the Procurement of Legal Entities Working in the Infrastructure Sector. From January 1, 2016, these documents are binding on all participating countries, and national legal provisions in public procurement apply only insofar as they do not contradict the requirements of the directives.

What mechanisms for stimulating innovation do these documents provide, what effective procedures and models of cooperation in public procurement of innovations are used in EU countries, the key stakeholders in the process, and most importantly - how to make European best practices work in Ukraine? What barriers may arise in implementing the mechanism of public procurement of innovations in our country, and how will the EU Directives help eliminate them? These and many other issues will be raised during the expert discussion "Public Procurement of Innovations: EU Practice".
